II. Organizational Context and Scope
The mission of the International Organization for Migration (IOM)’s Migration Health Division (MHD) is to promote evidence-informed policies and holistic integrated preventive and curative health programmes which are beneficial, accessible, and equitable for migrants and mobile populations in spaces of vulnerability. IOM and its partners uphold the principle that promoting equitable access of migrants to health information and services confers benefits to both migrants and society as a whole. IOM supports governments to understand and address the social determinants of migration health, through four programme areas: 
1. Service delivery and capacity building; 
2. Research and information sharing; 
3. Advocacy for policy and legislative development; and 
4. Coordination within and between countries. Since 2003/4, IOM in Southern Africa implemented a programme titled Partnership on HIV and Mobility in Southern Africa (PHAMSA). From July 2010, the programme has been renamed PHAMESA, incorporating the addition of East and Horn of Africa countries. PHAMESA aims to contribute towards improved health standing of migrants by responding to their health needs throughout all phases of the migration process, as well as the public health needs of host communities, using IOM’s network of regional and country missions, and partnerships with regional economic communities (RECs), health and HIV/AIDS authorities, other line ministries, the private sector, UN, and international and local NGOs. Migrants and mobile populations assisted through the programme include migrant and mobile workers, including irregular migrants, asylum seekers, refugees and IDPs. The Service Delivery and Capacity Building (SDCB) component aims to: 1. To facilitate, provide and promote access to sensitive health services for migrants and communities affected by migration 2. To increase technical capacity to provide sensitive health services to migrants and communities affected by migration. The Advocacy for Policy Development (APD)component aims to: 1. To advocate for regional, national and sectoral policies that address Migration Health concerns; 2. To facilitate and strengthen national coordination on Migration Health concerns; and 3. To raise the profile of Migration Health through information dissemination. The Research and Information Sharing component aims to: 1. Strengthen the understanding of migration health through (a) increased implementation and dissemination of assessments and research on migration health and (b) increased adoption of research findings in evidence-based programming; 2. Mainstream migration health as a research agenda and national statistical plans through (a) increased sharing of information on migration health as a topic for research and (b) increased collaboration and coordination with the research community. Regional Coordination aims to: 1. Complement and strengthen mutual outputs of PHAMESA, regional partners and donors and make efficient use of available resources through partnerships, strengthened networks, coordination and collaboration.

III. Responsibilities and Accountabilities

1) General Functions

Under the overall supervision of the Regional Migration Health Programme Coordinator responsible for regional health promotion activities, the candidate will assist the implementation of the "Partnership on Health and Mobility in East and Southern Africa” (PHAMESA) programme in East and Horn of Africa. She/he will do in close consultation with relevant partners and colleagues of the regional team and in IOM country offices.

2) Essential Functions include:
  • Conduct a review of on-going and completed health programs and research projects targeting migrants and mobile populations in the East African region and maintain a library of important references on the same.
  • Provide support to IOM and partner research activities in East and Horn of Africa. Provide similar support to governments, as requested.
  • Facilitate communication and coordination among MHD staff in East Africa, and with colleagues in other regions, for sharing of research concepts, protocols, results, and lessons learned.
  • Assist with technical support and in training of MHD colleagues in East and Horn of Africa for developing programming that utilizes the PHAMESA Research and Dissemination model, for implementing the model, and for publishing and evaluating the model.
  • Assist in the design, management and dissemination of new and on-going health programs and research activities.
  • Perform other duties as requested by the supervisor

Technical

a. Excellent writing, communication, and negotiation skills; ability to prepare clear and concise reports. b. Proficiency in MS Office (Word, Excel, and PowerPoint) and search techniques of major search engines. c. Experience with reference management software (e.g. Reference Manager, EndNote), standard database and publishing software, and statistical analysis programmes (e.g. SPSS or STATA and/or EPIINFO) preferred. d. Strong analytical and creative thinking skills.

V. Education and Experience

a. Undergraduate university degree required; Completed or soon to be completed Master’s in Public Health, Epidemiology, or related field desired. b. Demonstrated capacity to do literature reviews and ability to write technical reports and papers in English and French. c. Knowledge and understanding of basic epidemiological, demographic and statistical principles. d. Familiarity with migration health and social drivers of health, health inequality monitoring issues and HIV in Africa is a distinct asset. e. Previous international experience, preferably in low income countries. f. Preference will be given to candidates from the East and Horn of Africa countries.

Languages required

Proficiency in English and French. Advantageous - knowledge of Arabic
