Pact is interested in looking at approaches and best practices for supporting civil society organizations (CSOs) within societies where there is “closing space” for civil society. Pact has years of experience supporting CSOs in constrained environments, such as Belarus, Cambodia, Ukraine and Zimbabwe. While the experience of Pact and others demonstrates that supporting civil society in such restricted environments requires distinctive approaches and methodologies, Pact has not systematically examined its own experience strengthening civil society in closed or constrained spaces. Similarly, it has not mined external research for lessons for its current and future projects.
The Research Intern will carry out an independent, academic study that aims to (1) identify common themes and lessons learned in Pact’s current and past civil society programming in constrained environments and (2) distill practical best practices from existing literature on the issue of “closing space.”
Key Responsibilities- Meet with Pact’s Capacity Development, Governance and Opportunity Development teams to determine which projects and internal documents to review as part of the study;
- Review project documents (proposals, donor reports, evaluations, etc.) and interview key project staff (via Skype or telephone) to identify key themes/lessons learned regarding Pact’s support to civil society in constrained spaces;
- Review literature from academic and professional sources on key issues/approaches to supporting civil society in constrained spaces (possible sources may include USAID, DFID, CIVICUS, Carnegie Endowment for Peace, ODI, Center for Global Development, among others);
- Present a report summarizing internal and external lessons learned (Research Intern should work with Pact staff to determine a format that meets both the interns academic needs and Pact’s desire for a practical report that can provide it with guidance in designing new programs and interventions);
- As determined, the Research Intern may provide formal or semi-formal presentations to Pact staff;
- The intern will meet weekly with their Pact preceptor who will supervise the students’ endeavors and daily work requirements and provide regular feedback;
- The student will meet with their preceptor at the end of the internship for a final evaluation, critiquing his/her performance in different aspects of the internship. The evaluation may be verbal and/or in writing.
