A component of VSO Zambia’s country strategy involves improving the provision of and access to quality services, through improved training, support and coordination of Community Based Volunteers (CBVs) in Zambia. VSO has already supported the Ministry of Community Development, Mother and Child Health (MCDMCH) to carry out a skills audit of CBVs and research on the current coordination structures and linkages within the Ministry at district and community levels. Now VSO Zambia seeks suitably qualified consultants with extensive international experience to generate a detailed design and methodology for a future project, which will involve the development of a National Community Based Volunteer Strategy Paper and a draft Policy paper, as well as the draft design of a VSO Programme of Support through the implementation of the strategy and related guidelines.
Skills, qualifications and experience required- University qualification in research methodologies, development, or a degree in related social science discipline. Relevant work experience will also be taken into account
- Extensive experience in proposal development for international donors, including the development of log frames, budgets, activity work plans and timelines
- Knowledge of strategy development, health policies and activities, community participation, government structures and programmes specific to Zambia is highly desired
- Strong language skills in English
- Strong interpersonal, communication and analytical skills
