JOB DESCRIPTION
TITLE: MEL Intern
LOCATION: Dakar
DURATION: Fixed term position February to September 2015
REPORTS TO: MEL Coordinator
COORDINATE WITH: She or He will effectively interact with the Senegal Office team. She or He will liaise with Regional Office team and the Boston Headquarters RPD, LEAD and Humanitarian department staff.
PURPOSE OF POSITION:
The intern will support the Monitoring Evaluation and Learning (MEL) of interventions within the Senegal portfolio. Oxfam in Senegal areas of work are related to political and social participation (i), access and control over livelihoods (ii) and human security (iii).
In the two later areas of work, Oxfam in Senegal is currently developing a resilience project as well as Ebola response project.
Under the supervision of the regional MEL-coordinator, the intern is expected to work closely with Oxfam teams in Senegal as well as key other actors (partners/ communities) to improve the MEL of specified area of the country strategy.
PRIMARY RESPONSIBILITIES:
Relevant Master’s degree, in a development-related field, preferably in statistics, economics, social science, or equivalent experience in closely related field
The candidate should have at least 2 years of experience with professional background in project M&E and quantitative M&E; familiarities with rights based approach (RBA) will be considered as an advantage.

PRIMARY RESPONSIBILITIES:
- Review and familiarize with key MEL documents (Logframe/Theory of Change, MEL plans, data collection and analysis tools, etc…);
- In collaboration with the Humanitarian team, and project team such as R4 assist in setting up social accountability for implemented projects (granting process, working with partners and communities,);
- Follow up with the partners to ensure that the social accountability mechanisms are properly implemented in the field;
- Work closely with teams and partners on follow-up of monitoring activities (data collection, data analysis, and preparing quality reports). Monitoring activities include PDM (Post Distribution Monitoring), beneficiary counting, other surveys and quantitative and qualitative tools;
- Follow-up with key actors on the proper use of monitoring tools (data collection, data analysis, reporting, feedback mechanisms and social accountability);
- Work closely with teams and partners in implementing/ analyzing evaluative work (KAP-survey, etc..);
- Support with logistic and development analytic frame related to learning events;
- Support in capitalizing/documenting stories and progress toward impact in particular those from communities;
- Support staff and partners in the field with data collection including digitally
- Follow-up on previously provided training
