General function:
Under the overall guidance of the TIS Program Manager in Nairobi, and direct supervision of Field Coordinator for TIS, the successful candidate will be responsible for providing support to field coordination Unit (FCU) of the TIS Project both in Hargeisa and Mogadishu in grant proposal development. In particular, he/she will perform the following duties.
1.  Support Field Coordination Unit with reporting on the implementation of grant in accordance with the priorities established by the project’s Senior Management team, and according to the established IOM and USAID procedures.
2.  In collaboration with Field Coordination Unit Collect all grant back ground information, data required to develop Grant Proposal and develop sound draft Grant Proposal.
3.  Submit draft grant proposals for review and comments to the relevant units with TIS IOM; ensure that all edits and comments are incorporated into the grant proposal.
4. As part of grant writing, develop all other forms and templates associated with grant proposal such as Environmental review Form (ERF), Budgets, political Grant proposal (PTG)
5. Be responsible for submitting the final grant proposal to the TIS IOM program manager for approval and subsequently to USAID for concurrence.
6. Prepare, keep track, and maintain records of all grants and grants proposal submitted to USAID for concurrence.
7. Main an updated matrix showing status of writing and provide report to the field coordinator on weekly basis.
8.  Assist the Field Coordinator with the general implementation of the programme as requested by the Field Coordinator.
9.  Assist in preparing reports required for the program including but not limited to weekly, monthly, quarterly, and other project updates.
10.Assist with updating financial, narrative records and photographic files, in accordance with programme standards and requirements.
11. Perform such other duties as may be assigned.

Personal Development:
The incumbent will acquire gather back ground information from the field staff, beneficiary institution, and secondary sources, write grants proposals for all TIS grants under development. Submit draft grants proposals for review within TIS IOM and to the Project Manager for approval.
Required Qualifications
The minimum required academic and professional skills for the jobholder to perform successfully in their job include:
1.       University degree in Social Science or other relevant field.
2.   Good knowledge of Microsoft office (Microsoft Excel, Access, Outlook and Word) and internet applications.

8.      Sound knowledge of development programme planning and implementation objectives
9.      Objective, analytical and capable of working under pressure on tight deadlines; should be willing to work overtime and on weekends when required
10.   Thorough knowledge of English, knowledge of Somali and understanding of socio-political dynamics of Somalia is added advantage.
